Farmers in the state work hard all year round to grow crops. But once the harvest arrives, transporting it to home or market becomes a big challenge. When the rainy season arrives, many farmers’ lands become inaccessible. Tractors getting stuck in the mud, having to carry it on their heads… This is not just a story of one or two, it is the constant struggle of most farmers in the state.
To address this problem and provide permanent connectivity to agricultural lands, the government has implemented a powerful scheme. By simply submitting an application, you can get a paved road built for your land at government expense. However, it is mandatory to follow some strict technical rules to avail this facility.
So what is the scheme? How much money will you get? Who is eligible? Here is the complete information.
What is this scheme? What are the benefits for farmers?
In order to promote agricultural activities in rural areas, the Department of Rural Development and Panchayat Raj is implementing an important program called ‘Namma Hola Namma Daari’ under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) scheme.
The main objective is to develop ‘footpaths’ or ‘cart paths’ to facilitate farmers to easily move to their lands, transport agricultural machinery (Tractors/Tillers) and deliver the grown crops to the market.
Financial aid and nature
The details of the facilities available to farmers under this scheme are as follows:
- Grant Amount: The Panchayat Engineer prepares an Estimate based on the length and width of the road. A maximum grant of ₹12.50 lakhs can be sanctioned for a single work (depending on the size and design of the road).
- Type of Road: Since this is an NREGA project, a completely asphalted or concrete road will not be constructed. Instead, a sturdy road suitable for vehicles will be constructed by laying gravel and raising soil.
- Wages for own work: What is special is that if farmers and their families work during road construction, they will have their government-fixed daily wages (currently ₹349/-) directly deposited into their bank accounts.
Know this ‘technical’ fact to avoid rejection of your application
Although many farmers apply enthusiastically, the work gets stopped or the application gets rejected due to “Land Dispute”. To avoid this, you must fulfill one of the following two conditions:
- The road must be on the government map: The area you are asking for a road for must be listed as ‘road’, ‘footpath’ or ‘bad land’ on the official Revenue Department map.
- Consent Letter: If there is no road on the map, the owner of the adjacent land through which the road passes must provide a written consent letter (Bond Paper) stating, “We have no objection to building a road on our land.” The authorities will not give consent to start the work without this consent letter.
Who has first priority? (Priority)
Due to limited government funding, not all applicants will be approved at the same time. Priority will be given to the following:
- Scheduled Caste and Scheduled Tribe (SC/ST) farmers.
- Small and very small farmers.
- Community Road: If 3-4 farmers come together and collectively apply saying, “We all need this road for our farms,” rather than a single farmer, the government will immediately approve such works.

Where and how to apply?
There is no online application process for this scheme. The process takes place entirely at your Gram Panchayat level.
- Submission of application: Farmers should go to their Gram Panchayat office and submit a written application to the PDO for the construction of a road under the “Namma Hola Namma Daari” scheme.
- Gram Sabha: Your application must be presented in the ‘Gram Sabha’ and approved in the presence of the villagers.
- Action Plan: After approval by the Gram Sabha, your road work will be included in the Panchayat’s annual action plan.
- Order: After the measurement by the Taluk Panchayat Engineer, the Work Order will be issued.
Important Note: Currently, the next ‘NREGA Action Plan’ is being prepared in many Panchayats in the state. This is the right time, and if you contact the Panchayat Development Officers immediately, there is a greater chance of your work being approved.
